Upper Cyria - Karnaca - Dishonored: DotO Ambience

Upper Cyria is located on a cliff north-east from Cyria Gardens, crossed by a canal that meets the Seta Canal in Karnaca Bay. The district has its own carriage station but can also be reached by boat through waterlocks. Several businesses famous among the high class are located here, notably the Dolores Michaels Deposit & Loan Bank, the Red Camellia beauty parlor, the private Spector Club and the offices of the Karnaca Gazette.

not during the time of the game tho, the government is so awful and corrupt. Like living in North Korea but with fantastic views, architecture and climate.

@@Mandrew_ This is after the events of the second game, things are actually well under control by then. By no means perfect but probably in a better spot than the majority of real world countries it's based on.
