The small cars are called Kei cars they have been around since just after WWII. Onwership of a full size car in Japan also requires you to own a full size car spot to put it in. Kei cars historically were charged much lower insurance and tax rates, and are exempt from the carpark rule. They have gone through various limitaions in size and engine capacity - they are currently limited to 3.4 (l) x2.0 (h) x1.48m (w) max and a 660cc engine - in 2014 much of the lower tax rates were removed and there is much less incentive to own one.
