They sure did put in so much and made use of the DS hardware at the time. Game Freak knows how to use each and every Generation of Pokemon to its full technical potential.
Am I the only one that thinks the legendary summoning is more better for Ho-Oh than Lugia? It truly captures that cultural Japanese reference and I loved watching ho-oh descend from above down to Ecruteak's Bell Tower, Which is why I loved HeartGold more
Two totally different experiences. Ho-oh coming down was very stoic and humbling, while Lugia appearing out of the waterfall was super cool and suspenseful.

The thing they should've changed between the two different summonings was the kimono girls colors and soundtrack, so in heartgold, they would represent ho-oh's colors with the normal summoning music, while in soulsilver, they would represent lugia's colors with a more calm summoning soundtrack that matches with the waves of the sea
this cutscene is infinitely better than summoning lugia in soulsilver because this one it's actually pretty n shit and ho oh comes out like "i am more majestic than all of you bustas. hell yeah, gold n shit. fuck all yall" and then there's lugia who's just like "hey maybe if i make myself have the glowey eyes behind the waterfall and come out with really SPOOKY MUSIC then everyone will think i'm totally COOL and RADICAL"

Ho-oh and Lugia, in my opinion can be compared to heaven and hell, or God or the devil, or an angel and demon respectively because of their cutscenes. Ho-oh's was more grand, the bells chiming as the Kimono girls dance, against the sunset and the bells lighting up like stars as it's nearly dark and Ho-oh descends grandly from the heavens, to face you. Whereas in Lugia's cutscene, as the kimono girls dance, the bells chime, and light up the dark cave, but also makes the sea rise menacingly and after a point they stop, only to reveal a shadowy menacing figure with a pair of scary eyes ,glaring back at you from behind the water only to leap out and reveal itself to you as Lugia, guardian of the sea, emerging from the depths, ready to face you
So actually, it makes sense that Lugia's entrance might be a bit more lackluster than Ho-Oh's. This is because, from the show and movies, Lugia is actually afraid of its own power hence why it lives at the bottom of the sea. In the movie Lugia has more connection with Moltres, Articuno, and Zapdos and when the three legendary birds were disturbed, only then was Lugia's peace also disturbed. I realize those three have nothing to do with this game but, in the movie, Lugia is at heart a peaceful figure but it fears over the destructive power it possesses. Lugia lives at the bottom of the sea for this reason.
Ho-Oh's summoning scene fits the Kimono girls more with the traditional Japanese aesthetic, the scenery, the leaves falling, the view of Ecruteak. Not to mention that Ho-Oh's tower is just at the end of town so the Kimono girls don't have to travel too far. In SoulSilver it seems they travel all the way to Whirl Islands on a single Vaporeon. Lugia just felt a lot more mysterious and hidden in Whirl Islands and feels better as the 2nd encounter because he's more difficult to find. Lugia will always have the better design though
i really wanted soul silver because i liked lugia more than ho-oh, but my local gamestop only had heart gold, so i bought it. when i played through this scene, i discovered a new love for ho-oh

While not as popular as Lugia, I always felt Ho-Oh just fit the overall setting of Johto more, especially with that entrance animation upon being summoned as well as the place you could summon it, being a giant sacred tower as opposed to a mere cave, an impressive cave sure, but not as grand as I would've liked
Ho oh has such potential, think about it: it revived 3 pokemon and they became stronger and legendaries on their own. Imagine a game fokusing on that, lets say ho oh has one power up/revive for each type and the evil organisation wants to use that. The whole setting could be feudal japan
