Why does it have to be dark? Maybe he's trying to get a competitive Tentacool with perfect IVs and the right nature. He would have to catch it to know its stats, so he would be catching a lot of them before he found the right one. Very inefficient way of doing it, but you do you.

I think the tentacool guy is catching a lot of tentacool because he's doing some sorta sketchy immortality research. Comparing different genes of thousands of tentacool, until he finds one that can live an insanely long time, like some breeds of jellyfish IRL.
Or research on body regeneration, since tentacool can regenerate lost tentacles.
He's probably a lifeguard, who just catches a billion tentacools to control their population and stop swimmers from getting stung by them. Getting stung by a jellyfish hurts like hell.

There is a point in D/P/P where you can softlock in a similar situation and there was no failsafe

An octopus or a squid? It's clearly a jellyfish. Of course this isn't necessarily a point against your idea since edible jellyfish, while rare, are also a delicacy in some Asian countries. You gotta be careful eating a Poison type though.
I think Tentacruel is a mixture of both a jellyfish and a cephalopod, if its beak is any indication

I love normal gameplay things that in-universe means something wild, like the fella who indeed has just a bit too many tentacools.
I was curious about its Trainer ID, I was really hoping there was some super rare npc TID but the fact that it's a gift mon that DOES just copy your own is still actually very interesting in and of itself..thank you for sharing!! 😊
I like to imagine he was collecting Tentacool specifically for unfortunate people who would otherwise have no way off the island. Think about it, YOU might be getting stuff for free all over the place, but would others be getting free fishing rods and stuff? Maybe someone else has surf, brought you there, and ditched you. Maybe you need to get out of a bad situation, but your abuser's the one with a surfing Pokemon. This man might've saved some people's lives in-universe.
Maybe we just looking into this too hard. Maybe it's just there to stop a softlock and it's coded to have infinite tentacools.

Bro, he must have been a Pokemon collector. In diamond and pearl, which was also can be finded in routes( not that exact)in the same generation as heartgold and soulsilver. A Pokemon collector collects only one type of Pokemon like only munchlax, or only Pikachu, etc. but, if he is , than he must have been a famous legendary Pokemon collector

1:05 keeping the shuckle is literally leaving the side quest incomplete, there is a trigger at some point where after a while you can return the pokemon to its owner. I mean why keep it when you can rock smash roughly 30-40 steps away and catch your own...

He does not own infinite Tentacools. He just turns out to be a Tentacool collector who has one of each possible Tentacool, shiny or not, with each possible combination of amounts of IVs. Every time he feels generous he donates one of his Tentacools to you and when you release it, the Tentacool just comes back to his original collector. If u happen to train, level up or even evolve the Tentacool, the collector will breed it to obtain the exact same copy again and level it to exactly level 15 with rare candies (to avoid having it gain EVs). This man is just a Tentacool fanatic, nothing more, nothing less
Purchased Magikarp outside of Mt. Moon in gen1 and gen3 has your id number. But technically it is not given to you but sold to you.

probably because no one , just playing the game, would intentionally release all their pokemon at any point, never mind when you're on an island that you need surf or fly to be able to leave it, x'D unless someone else did it to them as some cruel prank or sibling pay back or something .

Tentacool is literally categorized as a jellyfish pokemon.
My big question is...On how the fudge did people kept on getting soft locked there, so much so that the devs had to step in? As far as I can tell, the only way to get soft locked is if the players were actually to go and do it, to have to go out of their way to get themselves soft locked there.

Because people are really, REALLY dumb. They do something stupid and then complain about it like they didn't have all the time in the world to not do it.
They had similar places people could do it in previous games, so they probably just got complaints from a few rare players that released their only HM pokemon hoping to get a cooler one soon without initially realising they stranded themself.
What the game should do is if said situation is met, it automatically restarts the game, deletes your save and calls the player an idiot and to try again.

I mean if you really think about it, it does make perfect sense that they wouldn't give you his trainer ID, because if he is a chef as you said he might be, then he isn't a Pokemon trainer as he is catching those Tentacools as a product for food basically, while you on the other hand are indeed a trainer, so it makes sense to have it registered under your name since you will raise it for battle, I guess you could also say the same thing as whenever you are given a Pokemon by the Pokemon professors as your starter, since technically the Professors do not have those Pokemon for battles, but they had them more for research purposes so when they give them to you, that's when you start your journey as a trainer and that is why they have your ID too.

Legendaries can't breed because then they'd be too easy to obtain, so for that reason, they can't breed. however, it is assumed that legendaries do breed in the wild, as some legendaries do have mixed genders or gendered counterparts (like Heatran being able to be both male and female, and the Lati's being gendered counterparts to each other)
As for artistic liberties, I'm not blaming them. I'm literally saying that with artistic liberties, jellyfish can have complex, human-like eyeballs, and that you shouldn't take certain features to mean certain things.
Like, look at shuckle, a lot of people call it a turtle, but it's definitely not a turtle, just has some traits in common with turtles like being able to withdraw into their shell (which is made of rock according to pokedex entries btw, not part of their body)

There's two problems with the chef theory: Tentacool is a jellyfish, not an octopus. There's Octillery for that. Tentacool's body is also 99% water. That last 1% is probably all of its poison. Kind of like how Plankton from Spongebob is apparently 1% evil and 99% hot gas.
Act he is a shiny hunter after I interviewed him he said: if I run away I might encounter the same pokemon 😂 so I just capture them to increase my odds

Seeing this video reminds me of that classy trainer from Indigo League Pokemon anime. The episode where Ash saved a charmanders life that his trainer abandoned and Ash ended up catching. Anyway when the trainer was introduced he had a mountain of pokeballs filled with pokemon he "caught" despite the established six pokemon limit rule. It may not be the same thing but its what I was reminded of.
