That's what it's like in many places: Cooks want to serve good fresh food, but penny-pinching owners won't give them the light of the day.
I've been in kitchens where I had to sift through garbage for snail houses, after service mistakenly threw them away, because the owner insisted on just refilling the same snail houses with frozen snails and serving them to guests. That place was so horrible that no actual head-chef wanted to stay there, so the constantly drunk owner also acted in that role. Quit the job after he literally threw dishes at me for not preparing salads fast enough in an understaffed kitchen.
That place was actually considered a "Good hotel restaurant" with awards from a local cuisine group.
