I can't pick which one. Both had some part that makes The Joker. Heath Ledger wanted to show more of a darker side and show why The joker is the main village in Batman life. Jack Nicholson wanted to show more of a fun side to The Joker. I can't pick which one cause they show both sides of The Joker but if you put Jack Nicholson and Heath Ledger then you got The Joker, right there.
