Yes, it can be done in either order. I believe if you come across Kurisu first it's actually Josta that gives you Kurisu's backstory (like in addition to being able to ask her about Morkvarg and herbs, there's another dialogue option that says something like "who's that girl over there?"). I find meeting Kurisu first to be the better version, because in that case you can tell her brother exactly where she is and how she's doing and he says he'll head right there to fetch her. Whereas if you see him first, Kurisu plans to head home but her brother is probably going to spend a really long time combing the isles trying to find her while she's already safe back at home. With the extremes of Skelligan honor, I wouldn't be surprised if he never comes home on the grounds that "If I can't find my sister and bring her home, I have no right to return home."
I have 500+ hours, 100% achivments, 5 playthroughs, and I have never done this quest. To be fair that NPC was allways sus to me, like she had somehting more to her but i never figured it out, tought of maybe cut content but you finaly solved the mistery. Oh boy here I go playing wither 3 again.....
Over 1000hs in The Witcher 3 and first time I see this quest. It triggers somehow? Like going to Skellige from the very start of the game instead doing Velen and Novigrad quest?
In addition to what Kapsek1 said, if you get near enough to the brother but don't notice him and intervene, you lose your chance to talk to him for that playthrough. I don't remember specifically if he gets killed without your aid or if it's just a matter of him moving on with his quest.
@@Faikitty oh I remember while exploring in those islands, sometimes I found a fella that's been attacked by a one or two pirates but I can't never reach him in time to save him. They kill him very quickly and never seen any quest mark or sort of, not even quest update or failed, so I just move on.
@@EikonODIN There are a few ones like that scattered around the isles. The one I've always had trouble with is on a small island north of the Ancient Crypt (where you go with Philippa in main story to retrieve the sun stone). As you approach the island, one man is trying to kill the other. He gets killed so quickly I'm sometimes still trying to disembark the boat when he falls down dead. 🤣 If you haven't found that one, I don't want to spoil the actual story but it sends you on a map-wide completely blind hunt for books and then has a follow-up scene in Novigrad after you finish the quest.

That pirate kill him ready quickly and there is no sign of failure quest or paper or chest with something to trigger that quest, it give to you if you save him, but I can't reach him in time. Maybe... maybe if you disembark of the boat very early and go fast swimming maybe you can have some seconds to reach and save him. Gonna try soon if that works.

i knew this girl had too much dialogue to be a simple NPC, but i've never seen this quest

No, you just have to be in a specific location
