What’s the blue meteor shower thing? I haven’t ever seen that before so either I’m a scrub or it’s a new hero talent for some class?

I think you might be referring to the new Sentinel hero talents for survival and marksmanship hunter. The capstone talent, Lunar Storm, creates a circle (the Kyrian looking circle in the footage) when they use their grenade and enemy targets in that circle that have a debuff from the starter talent in the Sentinel tree to take Arcane damage every 0.4 seconds.
