99% of the comments never did scaffolding easy tell by your comment. This is standard in any scaffolding company in NYC could they set up safety lines yes cause they have something to tie onto the safety line to insure them from not free falling yes, but again the reason why I say this is standard is because this is the way it’s been done for years since it was first introduced. Many guys didn’t start wearing harnesses until the 2000s and a safety line system does make it more difficult to set up frames but it’s all depending on how you set it up and a lot of companies are not gonna take the extra time extra material to put that in place, especially when some business I’ve worked fine without it.
It's easy to tell from your comment that you have no experience. It is not safe. You have the right of working safely. This is federal law. If your boss tells you this is the right way to do it, report him.

@dylanfulton623 bs I've seen them doing exactly what is in the video here but there is a line running along next to where the boards are that can be clipped onto. This I just a terrible system that requires you to do that instead of just installing an advanced handrail.
I been doing scaffolding since 2015 but i never worked with that type of material. Either way you wouldn’t catch me putting myself in an instant death situation like that. One wrong step or slip/trip and you’re gone

One reason to use a harness is also because you may not be covered by your insurers without it in the event of a fall.
