Congress did not do much good in the past because - Majority of its 1st and 2nd layer of leaders were all either members of RSS or supporters of RSS Congress was a mask for them to get into power circle. Gujarat doesn't habe city like kolkata. Still GDP of Gujarat is far more than bengal although population of Gujarat is half of bengal.
