    In which request issuer have to send issuer script command.
    Does terminal send pin change or card block request so that issuer send issuer script command.

    Sir, what do you mean by PIN unblock? Do you mean by card block.

      when the customer tries incorrect PIN multiple times, the PIN in the chip gets blocked (i.e. unusable) especially when offline PIN is used (where the issuer does not validate the PIN), the PIN is validate within card during offline transaction.
      So PIN Unblock is to release that block, and allow PIN transactions.
