The cap is in percent. Therefore on the small diameter it is less then on the bigger diameter and even bigger over the length. But this is fine if you want to compensate shrinkage.

@@AllVisuals4U uniform means, the same amount in all direction. In this case the same percentage. This is how I would interpret it.
