Typically bolt action, but doesn’t have to be
I think my 6.5 PRC Browning X-Bolt Pro with bronze Cerakloted stainless barreled action is a very good "scout" rifle. It is topped with a 4.5 - 18 x 44 Bushnell Elite LRTS scope with a G3 small Xmas tree TOTALLY illuminated reticle. Great to 1,000 meters.
BUT the RUGER American 2 is so a great candidate for this category. 3 lug bolt, AICS style magazines Cerakoted barreled action, light but rigid adjustable stock and excellent accuracy, all from a $600. rifle!

why would anyone buy any bolt action these days? Autoloading rifles are plenty accurate enough. That being the case, why would anyone give up the threaded barrel, drop in trigger job, and rapidfire of some sort of AR?
The Scout rifle is a SHTF item. Semiautomatic reliability can be problematic in high stress times, so the bolt is desirable for ultimate reliability. In his original treatise on the subject Colonel Cooper started with a Ruger #1 single shot for that very reason.
