Yes but within the city we don't have large/well built infrastructure for sewage so when it rains heavily for more than say 30 minutes streets quickly become flooded because there's nowhere for the water to go. Outside of the city the water also takes a while to he absorbed since we have very rocky areas and the ground doesn't absorb water as quickly.
i hope those people that live in those tunnels are okay
