It's not illegal for you/civilians to own them (unless they are stolen) or to purchase them privately. The thing is, that many (not ALL) that are for sale have been acquired illegally AKA stolen, is a fake or is the civilian variant. If someone is trying to sell you a high power AN/PEQ-15, call L3 and have them run the serial to validate the status and specs.

It isn't like you can't own "restricted" lasers, but that weapon mounted lasers are only sold from the company to the government and the government has never sold them on surplus. Consequentially if an average joe is found with an authentic device, by deduction it is stolen property and will be seized.
There is no restriction on owning them, you just can't purchase them from the manufacturer.

Yes, online sites like ebay are were many civies get class3 lasers from. Perfectly legal.
