The act of photographing isn't the problem. Loitering and creeping people out is what makes it wrong. He's not there for any legitimate reason. Waving your camera around isn't legitimate business and the managers of the office have the right to limit what goes on in limited public forums.

This may come as surprise to you, but "first amendment auditors" routinely lie to their followers. They pretend that there are no or very few legal restrictions allowed on the first amendment in government buildings, when that is not the case, and they invent nonsense like "you can't be trespassed unless you've committed a crime first" and "you can't solicit a trespass". Time to wake up and realise that these guys are just grifters.

Why can't frauditors and their followers understand that in limited public and non-public forums, reasonable restrictions like no filming are not infringing on the constitution and that, if you refuse to abide by their rules, you can be trespassed on that alone.
With how often this guy claims to be harassed, and whines to the police about it when they show up, isn't it a bit hypocritical to be saying something like this about anyone else? People just want him to go away and leave them in peace and he doubles down to focus all the attention on them. That IS harassment. Especially when he knows it's causing someone distress. Doesn't matter why it is, he does have the choice to be a good person and not cause other people distress. He chooses to cause as much stress as he can. I think the upsetting thing about going around the nation auditing is that some of these public servants know that you're not from anywhere around there so they'll assume that you won't escalating the problem through proper channels so they won't face any consequences.
