Even though the dad knew him since he was a little kid, he just got caught up in the moment and on top of being a bit of an overprotective dad who adores his daughter, it was instinct that made him say that, he even did the same thing after he got defeated all because he doesn't want his daughter to grow up and be taken away 🤣

The phrase "best man for the job, regardless of sex" is a reference to a "Yes, Minister" scene where they're discussing gender equality in various government agencies. Everyone has a diverse department or is in support of the concept of equal hiring practices "in principle", but caveats and exceptions quickly get piled on and the status quo is maintained.
I feel as though Tomo`s father wanted someone who is a strong enough to protect her daughter, if and when she needs it ofcource. Similar to how Tomo`s dad protected his wife. He just wanted to know that his daughter would be in safe hands. But that`s just my theory...

That's actually how it's explained on manga, Tomo is so kind that she is going to risk her life for someone else without a second thought. If Jun lose heart even for a second, he'll be too late. During his fight against Tomo's dad, the father wanted Jun to throw a counter on his big swing because you need a lot of guts for it.
Also it's playing on the stereotype that every father wants a copy pf themselves to date his daughter
It's not that. He wanted to make sure that Jun was ready to challenge the impossible task for his little girl. People often give up when faced with a difficult task, and the father wanted to make sure that Jun wasn't one of those people.
