Like I definitely believe Pichu is much better than he ever has been... people are probably scared of playing Pichu purely cause people don't like seeing damage on themselves from their own attacks. Understandable, frankly. But if you can get past that mild inconvenience, ooh boy have fun destroying everyone.

pichu is not that good. He's OK. People are all saying he's completely shit or completely godtier when neither is true. He has a few advantages, nice ones at that, but lack of range, self-damage and being literally the lightest character in the game more than offset them enough to make him "meh" tier.
And fwiw saying "I believe Pichu is much better than he ever has been" isn't saying much - his only appearance being Melee, where he was that game's joke character, there's nowhere to go but up.

Hey, just saying, never stopped Lucario players before now.
Sato Well, he might not as balance as Pikachu, but he can be very bad or be very good if you use him right in this game. Pichu’s self damaging is not that bad anymore, in a point that doesn’t matter that much (unless you spam his moves like a idiot). Sure he is lack on range, but his moves come up way faster and deals way more damage than Pikachu, which means he can kill way much easier. He is also the smallest target in the game--which is already mentioned in this video. And thanks to that and his faster speed, he can do some combos that Pikachu simply cannot do, and can easily dodge to his enemy’s back, that kinda made up his lack on range tho.
(And heck, I played Pichu too much that I can’t get use to Pikachu anymore help)

64 - original pikachu
melee - pichu joins the battle, goggles at the ready
brawl - melee pichu evolves into pikachu, original pikachu retires
wii u - new pikachu reaches new heights
ultimate - pikachu passes his goggles down to his new pichu son, who is the pichu version of kid gohan
-pikachu libre is the mom of the pichu
but Cosplay Pikachu is sterile
And let's not forget Pikachu technically brings his wife around cause there are girl pikachus

Are you implying Smash Ultimate Pichu still has level up potential? The way I see it, he was caught in the Gold and Silver equivalent of Cinnabar Coast and is ABOVE level 100. He can't level up any further. Only unglitch his way back down.

Pichu never left Smash
It evolved
And then devolved realizing it was more powerful before
Correct. N64 pikachu was good, and brought his son into melee. But pika was bad in melee, and he got mad, so he left before brawl.
Pichu got so happy for being allowed in smash, that it evolved to pikachu, becoming the replacement pika in brawl, 4, and ultimate.
The melee pichu/brawl-4 pika, had a son, the current pichu. He also brought his wife into the ultimate roster with them.
The original n64 pika took a long vacation to alola during that time, and evolved into alolan raichu. He decided to return for a visit as a pokeball summon.
It's a four member family of pikas. N64 pika(alolan raichu) is ultimate pichus grandfather. The end.
