For quick simple things it doesn't really matter, there's a few ways to do quick mirrors, including the CTRL+M then enter the axis for the Mirror option & snap in place, which works in both Object & Edit modes.

How are you shifting the scale to -1 on the Y axis to get a mirror?
Hit "S" then "Y" then "-1" on the number pad.
