For quick simple things it doesn't really matter, there's a few ways to do quick mirrors, including the CTRL+M then enter the axis for the Mirror option & snap in place, which works in both Object & Edit modes.

Is there any reason you prefer to not use mirror modifier for 1:20 ?

Hit "S" then "Y" then "-1" on the number pad.
