Chicago Police Department investigators are examining an officers use of a Taser on a man who was trying to run away after a traffic stop. Body camera video shows Officer Marissa Garbacz stopping Stephen Baldwin on November 28 near 79th and Champlain, for an expired license plates. He presented a phony New Jersey driver’s license. He ran when another officer tried to handcuff him. Garbacz tased Baldwin as he tried to climb over a fence. Police guidelines say a Taser normally shouldn’t be used when a suspect is elevated above ground, as Baldwin was. He had to be hospitalized. He faces charges of forgery, identity theft, and possession of a fraudulent ID

I was watching and as soon as he went to his pocket I was reacting here at the computer. I know if I had a taser or a gun in my hand I would have pulled the trigger and with that fantastic body cam it would be a justified shoot. Im not a cop but I know how they are trained. If the guy has his hands up and then goes for his pocket like that, you shoot. Especially if you have a taser. You know he wasn't reaching for his ID.

If you watch the video closely, she only deploys the taser after the mail reinforcement is already closing in on him. Two women couldn't even take down one single guy. It's dangerous not only for them but for the community to have women in the field like this.

The description says the police are not supposed to use Taser when someone is elevated and can fall. Not that I blame her for using it when she did. He had plenty of chances.
Stigstigster having plenty of chances doesn't justify the injuries. It's not just the description but every single use of force guidelines in the country says not to use the taser when the subject is elevated for legal reasons and the simple common sense reason that people die sometimes after hitting their heads. The supreme Court and every court will look at the Graham factors.

They also would take the radios out of our unmarks and place a blank in its place. Even though the lights and sirens were controlled by two toggle switches.
