The fact that sniper rifles don’t fire quickly (like an SMG, LMG or rifle) the quick to over heat suppressor is fine. I would rather add the cool down mod or not even worry about heat. I’m more worried about effecting the range on the gun
In order to unlock specific suppressors, you will have to find and pick up very resource materials in boxes and any container you'll find. It's not level specific. Mainly around checkpoints, outposts and bases. I hope this helps, if it doesn't I'll be more than happy to make a follow up video to be more specific.
