Was wondering about this. Yes, the Addon for Blender is free but UVPackmaster doesn't integrate the packing engine into blender. That is a separate download and external application. the free blender Addon only is the bridge to the external algorithm. It needs to be that way to comply to the GPL license terms of Blender. It always has been like this, BTW. UVPackmaster is available for other software as well.
General license is a no go for me but the tavern etc ones 👍

Exactly. The creator pulled a houdini and made a "bridge" rather than make the actual thing available.
Honestly I bought it and use it constantly. It's very powerful and useful especially for packing highly complex models
