What year was it installed and was the engineering work done as part of the same contract in close temporal proximity? Long delays between engineering and installation often result in infrastructure that was designed for a different operating environment than the infrastructure actually experienced usually because the delay is caused by changes which should have caused changes to the engineering. What antimicrobial treatment was the city using when the pipe installation was engineered? Has the antimicrobial treatment changed since then? That usually happens as a political decision in North America and usually without consideration of the corrosion mitigation design of the water system. Was the water fluoridated when the pipe installation was engineered? Has that changed since then? Same comment as the antimicrobial treatment. Engineers can account for growth projections, which Calgary has not meaningfully exceeded, when designing infrastructure and usually add in an overly healthy margin for error as "industry best practice". But it is impossible for an engineer to account for all the ways a chaotic political environment can affect the operating environment. Those are the most common causes of issues like this in North America, but there are a lot of others including runoff volumes and local soil chemistry changes that affect the pipe from the outside. Poorly planned road work can cause a water main to become weight bearing for the road with multiple failure modes becoming more likely as a result. A reworking of how the electrical utility handles grounding can cause catalytic corrosion in water pipes. And the list goes on. Excessive use is not going to be the root cause when the system was never operating outside it's designed limits. This is an oil town, I am sure you know a pipeline engineer that is ranting about it not being inspected on a reasonable schedule. Ask them about the failure modes, especially now that we know there are multiple high risk spots clustered near one location. They are a much better source of information than the politicians whose incompetence is probably responsible for the disaster in the first place.
When the visitors turn up for Stampede and to help keep the water usage down, restaurants will need to tell their customers they will have to lick the plate clean. They will need to tell them that we don't have the water to run the dishwashers anymore.
