    ...I called The LJ Police and Mayor's office. The Police are hiding behind voice mail and would not comment. I spoke with The City Manager who clams that Officer Cagle just..."made a mistake", "that there was no collusion" between Cagle, Mendoza or Sgt. Nestosa(?)...and he said that Officer Mendoza had been "reeducated". I asked whether officer Mendoza didn't know before this incident that lying was inappropriate and illegal? I asked him if Officer Mendoza really needed such basic reeducation, then why wasn't the Police Chief disciplined or fired for failing to properly train the Police force in the first place? The City Manager couldn't respond to that, other than to say he decided not to discipline The Chief. When I asked the City Manager what Disciplinary Process had been executed for The Police Chief and the poor performance of his department, I was told The City Manager is in charge of discipline for the police and he chose not to discipline the Chief. When I asked if the City Manager was being intimidated, blackmailed or bribed to come to that conclusion I was told that "he's not afraid of The Chief". So...according to LJ City Manager, the illegal, aggressive use of force by Cagle was just a "mistake". Cagle just mistakenly created the aggression, mistakenly put his hands on the Auditor, mistakenly beat him up...(The City Manager claims no one was beat up, in spite of the Auditor needing medical treatment, and the follow-on injuries to the man's back). The City Manager claims that Cagle "made a mistake" when he sat there and lied about what went on, and that Sgt. Nestosa was "investigating" when addressing the lies and collusion between all the law enforcement people present. The City Manager also claims there was no "Collusion" to lie and create a false narrative, even though the body camera footage shows just such action. That is why nothing will ever get better in Lake Jackson. I would ask everyone who reads this to call Mr. Mobesto Mundo...The Lake Jackson City Manager and ask him why he is unwilling to discipline the corrupt police chief and the other police officers who lied about this situation. Additionally, ask him if his perception of the events are as he says, why did the city spend $102,000 of taxpayer funds to settle a case that he claims no did anything illegal...but were just mistakes. Give him a call...and see how long he has to hide behinds clerks and voicemail. I would call and demand the Mayor's resignation, the Police Chief's resignation, the resignation of every police officer involved in this debacle...and most importantly...demand the resignation of Mr. Mundo for his lack of courage in managing these lawless thugs, and his willingness to allow corruption to reign supreme in Lake Jackson. Call today, call tomorrow...keep calling until they take concrete action to address this criminal, lawless and unconstitutional conduct by these fascists. You can reach Mr. Mundo at 1-979-415-2500. No, I did not record it as I am a writer from California and I am unclear of the laws regarding the recording of phone conversations between residents of the two states. Frankly, I was shocked that he answered any of my questions, and I laughed very hard when there were multiple "pauses" as he tried to come up with answers. He was adamant that there was no lying, no collusion in creating those lies and that Cagle..."just made a mistake". When I asked why Cagle was allowed to resign and not fired or disciplined, he just kept going back to that "mistake" comment. When I referred to the $102,000 settlement, informing him that the settlement represents an admission of the illegal actions on the part of the police, and was not a mistake... The City Manager just kept saying..."Cagle made a mistake". The man just kept referring to those purposeful, illegal acts as a mistake, and that he would not discipline The Chief for not effectively "training" his force. If it weren't so important, and so necessary to challenge these criminals, the call would have been hilarious. What it showed is that no matter the corruption...they will never tell the truth until forced to do so in court. After that...they'll just spin, spin, spin. I enjoy your work, keep it up.

      It totally is and it's for the bystanders initially because if a cop is shouting stop resisting over & over the bystanders assume the guy is resisting (because they can't see his fingers being bent unnaturally by the cop) and neither can the body cam cuz of close proximity so it works on DAs & judges too and allows the cop to use all the force he wants to to channel his own personal anger & frustration plus he gets to add more charges because its hard to prove the guy isn't resisting since it's a natural human instinct to pull back & resist your fingers being bent backwards! Cops LOVE that maneuver so very much for all these reasons & probably a few more. It's tried & true.

      I won’t agree that I’m fine with it, but I think you still bring up a very important point. The media always tries to paint police officers as the “victims” when they are in almost every situation the violent instigator. Think about how many times the media has successfully convinced everyone that the cop was the “victim”, when in reality they were the criminal. That’s exactly what happened in this situation. I can only imagine the amount of lies that goes into spreading the propaganda in a situation like you’ve described.

      While, you're totally correct, I just found this to be an opportunity to once again highlight that they don't want intelligent officers. They like officers to be authoritarian thugs, preferably just smart enough to get away with violating constitutional rights.

      It also shows how everyone in that department just wanted to cover this up and lie for this officer. It’s clear as day in that video that the officers ego got bruised so he initiated contact and used excessive force on a man just filming and taking. But yet they still try all this bs to try and get the officer off.
      These people want us to trust the police but yet they can’t even admit when an officer does wrong in a small case like this one. How can we be expected to trust them when it’s a much more serious case? We can’t. Police are 100% untrustworthy and ever word that comes out of their mouths should be considered a lie.

      Yeah it’s even worse is smaller cities & towns. Had it happen to my husband and I on our boat in a county I didn’t even know existed plus the DNR were completely unhinged as well. Beat multiple cases from them which obviously pissed them off so they began to harass us for any & everything. The last case our point was proven on body cam they were laughing & saying “we got ‘em! Yeah just pulled em over last week but we can probably get ‘em this time” all for a fckn light violation on our boat bc our night blue light pole blew off & they immediately pulled us over it was creepy bc I actually felt like they were stalking us. Went to court and our lawyer told judge anything after this is harassment & we’ve installed cameras bc they “lost” my phone on another case. Anyways long story short they haven’t been messing with us sense & a cpl weeks ago I called & all but one has been fired/doesn’t work for them anymore….
      They did other shady things but I’ll get off my soap box

      They can't allow their authority to be challenged in any way whatsoever. That's why they will rather lie than admit to making a mistake. You can use this against them though. Next time you get pulled over give the cop your license and tell him "I'm ordering you to go write me a ticket, and next I order you to tell me to step out of the vehicle." They'd rather let you walk away with a warning than to follow someone else's orders.

      Qualified Immunity only protects them in civil court. A crooked prosecutor is what protects them from criminal charges.
      People can't hold their elected officials accountable if they don't know how the system works. For some reason the public has chosen to remain wilfully ignorant. It makes completely completely incapable of doing that.
      Why I've even heard lying prosecutors say they'd like to do something but the cops have "Qualified Immunity" which while true has absolutely nothing to do with criminal charges but morons fall for it.

      I have seen this many times in the videos I have watched. the initial or underlying crime was not there. the bogus resisting arrests, disordering conduct, fail to identity, officer safety, suspicious activity, etc all happened after the police came into contact with the public. they are the catalyst or even cause for these secondary or after the fact charges. these charges take the misunderstood fact that police most of the time have no authority over the general public until the initial crime is in focus. only then, cops have legal basis to be involved.

    I can’t believe that the entire police department does not know that taking photos of license plates is not illegal. They also do not know that it is not illegal to be at any scene and to take pictures as long as they are at least 10 ft away or outside of police tape. This is amazing. Someone on this staff.     The police have gotten away with the "I thought he was reaching for something" charade for so long its the natural first tried & true go to. It was only in the minutes after saying it that Cagle remembered that Reyes' left hand was holding his phone so he had to switch to the hand on the chest theory which is often just a reversal of what actually happened cuz its easier to remember.     A near perfect example of corruption & just why entering a person's "space" IS ensightment to violence which should be equal to "fighting words". Also surrounding a person IS the same and should be treated as "Intent to harm".
