Not at all. Cobra Commander is far stronger than an average man. Many of the Joe's are far above average men.

Ehhhh...? Cobra Commander was fairly consistently good in a fight in the cartoon. Whenever he was up against anyone who WASN'T a world-class badass (like the Joes, Destro, or Serpentor), he kicked ass.

A shame this was the only rare time we seen Cobra Commander be a physical threat.
If it wasn't for the strict rules for 80s cartoon, he would've been a great threat. Granted, still a hilariously threat, but a threat nonetheless.
