I have a russia full rush build with 6/7 cossack lancers. Absolutely insane how valuable they can be for 480 cost

it's even better to use 2 lancers against 1 target, charging alternately

Hands down best cav unit save maybe French chasseurs just for cost/upkeep and versatility. Lancers charge bonus is devastating on flanks or vs militia type units. You can roll up entire armies with a well timed charge. Their only real downside is if the enemy unit doesnt break their mele is garbage. Any prolonged engagement youre losing the whole unit quick.

I find they do struggle against the likes of Ottoman or Swedish shooter cav. But they are awesome!
