A Mobile App? No they don't. These are designed for professional editing on a desktop. Photopea is web based so technically you could load it on a Mobile device but I'm not sure how the experience would be. Thanks for watching!
Im not a fan of Adobe either but the cheapest plan is 9.99 a month, not $20. The $9.99 a month only gives you 20 gb of online storage and not the 1tb. I dont use online storage so I pay the $9.99. Now I dont know about you but thats pretty low cost for both Lightroom and Photoshop. I dont know of any other editor plus catalog programs for that price. Short of using Darktable which is free opensource. But its really only a Lightroom clone. You would also need Gimp with it to get the EDITING similar to photoshop.
