3 balls have to pass head string or be pocketed either or he pocketed one and one passed head string but needed to pot another ball or another needed to pass head string
It is called 3 points break rule. Your break shot must score at least 3 points, you get 1 point for each ball you pocket and for each ball that touches the head string line. In that example, Shane pocketed the 1ball into the side pocket and the 7ball touched the head string line, so the break scored only 2 points and it is called a "non regulation break foul". It is still a legal break and the other player may choose to play the table as is (without push-out opportunity) or hand the shot back to the opponent (with push-out opportunity). If a non regulation break pockets the 9ball, it is respotted on the spot. I think that's all.
So that they would do soft breaks. Corey Deuel found out the soft break hack to the point that it was like cheating. Compliant break ensures that players break hard and requires 3 balls to pass the headstring. Every ball potted counts as 1 ball that passed the headstring.

There is a 3-point rule on the break. You get a point for each ball pocketed and a point for each ball that passes the head string. Score less than 3 and it's a non-compliant break. The opponent has the option of shooting or giving it back to the breaker.

It's because SVB didn't get at least 3 balls past the headstring, nor did he pocket a ball. If he'd pocketed just one ball plus get 2 balls past the headstring then that would've been compliant. That rule is ridiculous, it should be 3 balls past the side pocket to be more fair.
