He does it anyway, and in a shitty explanation because of the troubled development of DS2 they said when the seals are broken there will forever be 4.
Max Glaysher the horseman are able to revive due to the fact that they sacrificed themselfs for the "balance" and because their souls/spirits are bound to the seventh seal.

Well they did give War’s watcher more power over him because you know He “betrayed” the balance But in Darksiders 3 that watcher doesn’t get that same power over Fury because she betray the order until the end of the game
