Fun facts about the Anarchy sisters:
-The two of them got banned from heaven for different reasons. Panty had way too much… uh… adult fun time, and Stocking ate way too many sweets (which is also the reason for her large… uh… assets).
-As implied above, Stocking really really likes sweet things. She also despises spicy things. Conversely, Panty loves spicy things and hates sweet things.
-While Panty’s the one who’s actually out to get the guys, both of the sisters are considered drop-dead gorgeous by pretty much everyone, and even Garterbelt (who is gay) gets nosebleeds looking at them.
As for how I know all this, I read it on TVTropes (which is also how I found out about this anime in the first place).

Panty and Stocking is one of those shows where it’s like, “If it’s not for you, walk away.” But the slick animation, fantastic English dub, and stellar soundtrack always keeps me coming back. People complain about it being “problematic,” but us Americans have done worse. Like we literally made South Park, we should be used to it by now. Apparently Panty wasnt very popular with the Japanese male audience herself, which at first youd think is ironic given she's almost a complete freebie when it comes to a completely reasonable Sexy Character To Find Hot in a show... but then I think of the sort of girls otaku tend to gush over, and Panty is probably the "wrong" kind of sexy (loud, snarky, greedy but also picky about men) for them.

Its why in a lot of Anime you will often see Characters being shammed if their Fetishes are discovered, or if they have anything "Naughty" that is discovered.

What little I've seen of the show, I always took as a satire of sexualized anime character tropes. Seriously, there are some animes I just can't f@cking watch because they spend so much time winking to the audience in some form or another, often over characters that really shouldnt be sexualized in the first place. Like, a good specific example that always comes to mind, theres a scene in Girlz und Panzer where this "undercover" student goes to change school uniforms, and almost "forgets" to turn off the camera shes lugging around... I think I audibly groaned at that, and died of cringe. I didnt watch the second season, because the first season had way less tank combat than I was looking for, and way more boring highschool drama.
The difference with PSG is they crank sexualized characters up to 111, make it the focus of the show, DONT bother to hide it one bit, theyre just open about it, and then take the absolute p!ss out of the concept... Which, in a sea of barely subtle sexualized characters in anime, is pretty f@cking hilarious, it feels like PSG is dedicated to just calling out the entire industry for being a hair away from outright hent@i at times.

Hot take: Panty and Stocking is the peak of feminist media.
I mean, what’s better than having a duo of sisters being a powerful and badass team who care only about each other (and not about their flaws, “unladylike” habits, and other people’s thoughts of them) whilst being unapologetically attractive, sensual, and upfront (again, regardless of their audience in-universe and in real life)? The self-awareness, the boldness, and pure CONFIDENCE when they do whatever the fuck they want is just so awesome.
Never tone down this duo, Trigger. As Stocking says (in the sub): “Self control is bad for the soul”

THIS! also I just commented above but gonna copy paste my take on this, because I wish more people realized that part of the show:
The reason I love PASWG so much, besides the amazing and refreshing animation combined with the hilariously good dub, is its theme of sex positive feminism.
The show actively depicts the hypocrisy of sexualisation of media, especially from its time, whereas women being open about their sexuality is seen as bad and even deviant but if you switch the genders around it's seen as acceptable and funny/silly etc.
My fav character is Panty for that reason: she is open and confident about her sexuality. In the show, she constantly gets shamed for that; Yet meanwhile most of the male background characters are actual creeps and deviants and no one seems to care. Both Anarchy sisters are sexually liberated in their own way, not just the one that ponders to the audience and I just adore that.
      They're badass, they're free, they don't care.

bare in mind the English dub was almost completely different to the Japanese dub. The English version added way more swearing and edgy dialogue/jokes. So to say P&S itself is problematic may not be true, it might just be the English dub specificly. The people who find this kind of thing problematic are like 1% of the population and most of them don't even partake the medium the thing being denounced. For example, most people who complain about video games don't play video games, so pandering to those people is nonsensical because they are all-ready not contributing to the profits of the series.

The girls quest to get back to heaven, the Demon Sisters, Corset, Brief and Panty, everything from Stocking leaving forward, the Hell's Monkey Keynis, and the story of Panty refusing to be anything but unapologetic herself.
There is story here and despite the inspiration it does take itself a lot more seriously then something like Drawn Together (some/maybe most of the time). If you don't like it that makes sense, one of the main plotpoints is a boys dick, but still, it's there and I see value in most of it.
The Demon Sis stuff is awesome and facilitates some of the best episodes, I love that the Brief/Panty things ends way different than you might expect, and the way Panty ends her story in general is super badass.

For anyone out there who likes Panty and Stocking, I highly recommend checking out Hiroyuki Imaishi's other works. Dead Leaves, Space Patrol Luluco, and Sex and Violence with Machspeed all have VERY similar vibes and are all underrated. Imaishi was also the director of Gurren Lagann, Kill la Kill, Promare, and Cyberpunk Edgerunners (also very over-the-top but a bit more serious than some of his other animations). The dude's an absolute legend and he's largely responsible for that Gainax/Trigger style that so many people seem to love. I also have high hopes for season 2 of P&S. As much as Studio Trigger likes making anime that appeals to the west, they refuse to give in to the puritans. When CDPR initially asked them to remove Rebecca from Edgerunners, they basically told them to piss off. They made nudity a central theme in Kill la Kill. They had a male on male "kissing" scene in Promare because Trigger wanted to show that they'll sexualize both men and women equally.

Just because the shows humor is crude, borderline gross sometimes doesn't mean people who enjoy it are pedos or zoophiles or whatever other nonsense ppl throw out.
If i was watching southpark and i laughed at cartman does it mean i'm suddenly a horrible person?
Truth is the whole appeal of animation in my opinion is doing what you just can't do IRL, you can make drawn together, you can make P&S, you can make eric cartman dressed up as hitler. If it's not intended to promote or glorify a bad message but that's how you interpret it then you need to loosen up and realize some things are just meant to be crude and for a quick laugh and the shock factor.

Especially when you think about recent shows both cartoon and anime. Paradise PD and Faryzar are extremely edgy with their crude jokes, but Netflix greenlight these shows and gave them a number of seasons. The same can be applied to Big Mouth. South Park had always been attacked by conservatives and sensitive people for their raunchy humor, but they have 20 seasons and still going strong. In anime, they recently had Redo Healer which literary have the main character going around raping people left and right. There's also Dragon Maid where they have a certain character that looks like a kid with massive breasts. Edgy shows have always been problematic but they are still being made to this day. Maybe to people who are chronically online would think that the world would reject these shows for being edgy because of echo chambers finding them too raunchy, but the rest of the world won't freak out. Hell, it's pretty stupid to say that Panty and Stocking wouldn't be made today since they're literally in development.

yeah dark humor is all fun until the creators are sent death threats because of course people take JOKES too seriously. You overestimate the intelligence of the average human, some people can't conceive of the idea of a person making a even slightly ethnic or sensitive joke without them immediately thinking the person who said it is Satan himself. Because God forbid you have a different opinion, Racism, homophobia, transphobia etc. Are all OPINIONS. They can be IGNORED. When did we stop being civil humans and start sending people death threats because they don't like a certain type of person. People are so blindly pushing their unspoken and or cultural rights to gain a equality we already have that at this point you ruining equality by making common folk the minority. Im a straight, cisgender, American, white, boy, and you know what that means? I'm the but of all white people, am I right? And straight people, am I right? Jokes, and just assumed to be a terrible person. Listen, you don't need to be normalized, your special! If someone tries to insult you, ignore them. They are only jealous because your living happy with what they chose not to have. If you see something racist, don't think "This is hurting people and has to be destroyed, the person who made this is terrible" you should think "You're wrong, and I'm not going to let this hurt me, and I'm going to spread positivity so that it doesn't hurt someone else". Canceling someone can hurt them too, imagine being discriminated upon because you have a unpopular opinion. Treat others how you want to be treated, you can't just look down on people because of their values, and then complain about people looking down on you because of your values. Don't be a modern hypocrite, just ignore the negativity. Wow? Was this giant rant on some random RUclips comment necessary or asked for in the slightest? No, but the gist is, people villainize everyone whether they are joking or not because of their opinion, which shouldn't be a thing in the first place.

PSG was one of those shows that went so hard being offensive, it wraps back around on itself. For college age millenials, it was brilliant and the music went hard af. Both it and Gurren Lagann were big deals in my circles. Especially PSG with representing women characters around the same time as Bayonetta and Sucker Punch. But it even getting a dub was wild. I'll never forget a con where the dub cast were and one guy liked the sub line "good black shit" and Chris Sabat responded that he liked their dub "once you go black you don't go back" was way funnier to an American audience. Another guy got the mic and said "not a question but to follow up on that comment, when I first heard the dub, I thought you were a brother." I think the irreverence is so extreme, people are in on the joke, and it doesn't really punch down. And it's just a good story overall.

Some terms and butts of jokes become better understood and it gets decided if they should be used as such. But overall, we've all been making crass, morbid and societal concern based jokes for forever.
It's interesting to note how those things change overtime, what terms you can't use and why or why certain groups of people are fair fodder for jokes one decade, but not the next.
I think there is a big difference between actually accommodating to treat people with respect and instead still making fun of them, but not putting them down. It's a hard line to find, to mock a subject matter with out mocking those who are subjected to it, IE gay jokes, fat jokes, race jokes, sex/gender jokes, mental health jokes etc. People just do a 180 and don't want to offend anyone. There is an in between being able to make fun of a terrible situation someone dealt with or laughing at yourself and your troubles vs making someone feel bad about something they have no control over or suffer for.
I'm glad that there is a place for a lot of things in this world, even when they aren't my cup of tea. Comedy is the way we deal with trauma, it's how we process things that feel absurd and out of place. It's important that nothing is off limits so long as it's done in a way that isn't meant to make someone feel terrible about themselves, but instead are in on the joke.

I think don’t it’s the fact that it’s insulting or crude
But the fact people can be like “oh this bigoted joke was in this show so I’m gonna say it to this person who will be affected by it”
Like we can accept when the punchline is that it’s bad or absurd
But that doesn’t mean things can’t cross a line or the people hurt shouldn’t just suck it up because it’s “just a joke”
Because it’s a joke that people can use in real life to hurt people
It’s not the fault of the show itself for having that humour but of the fact the fandom/show didn’t allow it to be like “yeah. This is BAD. You shouldn’t be like them”
I love crude/dark humour and I just hate the fact that’s being intertwined with being a dick for a joke

Panty and Stockings isn't even very popular in Japan either, otakus actually have a pretty bad reception to it.
The most notable is the fact that the women and very open about being sexual, which is apparently VERY irritating to Japanese otakus. A lot of Japanese only articles pop up about otaku opinions on the internet saying about how they are not shy nor innocent, which is apparently what a woman is to an otaku?
Women have to be shy and innocent, apparently, which explains why hentai has this trope so f#$%ing d*mn much, to the point where openly sexual women become a rarity. I don't mind this, but I don't really see many people pointing out that Panty and Stockings seems to be more targeted towards Western audiences since Japanese audiences didn't find it very interesting.
I don't think this is the case anymore though as even Japanese people are actually starting to enjoy more things that are not just the same cookie cutter anime anymore, though this was an actual thing at the time of the release of this anime and for a few years after.
