Goku is among the standard for fictional martial artists. He’s been training ever since he was a small child and the results of his training are obvious to us as viewers. We’ve seen him train on spaceships, god-like mansions and in the afterlife. The grind doesn’t stop for Goku, but that isn’t as obvious to his enemies, who consistently undermine his power and training. That doesn’t mean Goku won’t put those words back in his enemy’s mouth though.
So who are all of you thinking of? Well, we took some of his fights and decided to make our own list. Whether it’s an alien, robot or a god, Goku has a wide spectrum of enemies who are ready to get down and we’ve had a great time watching him do battle with everyone. You can just go ahead, sit back, relax, and enjoy Goku hand out awesome beat downs.

Can't forget Majin Vegeta. He and Goku fought each other as SS2 early in the Buu saga, and at the time Vegeta thought he was fighting Goku at his limit. Turns out Goku had already achieved SS3 but didn't tell anyone, nor did he want to give that power to revive Buu and shorten his own time on Earth. Vegeta was far outmatched the whole time, he just didn't know it.

The thing about Gero's data model is that Saiyans have no limits, so you can't predict them easily. Also Gero didn't know that Saiyans stay young until they are 80 years old, which meant his assumption about Goku's age after the Saiyan saga slowing him down was flawed. Though Piccolo was probably right that the data model probably would have been accurate had the Z fighters not been warned ahead of time, that may not have made much of a difference.

Anytime goku is underestimated was when he was a child bc he looked weak but as an adult, even if they underestimate him, they always have the upper hand but then the creator gotta be like “ i dont want this guy to ever lose a fight so lets just make a new overpowered form for him so he wins every battle”
All the main dbz villains always either accurately estimated goku or over estimated. vegeta was the one always underestimated.
