If i connect a midi device directly to my phone with TouchOSC and then connect it wirelessly to Resolume on PC, will i be able to use that MIDI device on resolume?
No. OSC can be used on many devices. You could build your own OSC controller with an Arduino, translate MIDI to OSC.. There are even softwares out there that will translate an Xbox Controller to OSC data.. The possibilities with OSC are endless, but you need to take some time to learn it.

Yes, each midi command can be mapped to multiple targets.

That should work indeed! But mind you that wireless midi is notorious for being laggy.
