Good points, always thought Hannibal Barca was an LSI but after this, I'm leaning towards LIE.
In regards to North American society, it's 100% Gamma. Europe I'd say is a good blend of Gamma and Delta. Some examples of Beta societies are China, North Korea, etc.

Can you explain what makes China a Beta Quadra nation?
I've always heard it described as more Delta, but I don't know Chinese culture like that.

Some people question how the LSI inspector can be in the Beta Quadra. When in mbti they are the same figure as an ISTJ inspector in the Delta Quadra.
But one must remember in Socionics, Quadras represent shared VALUES and not strengths or temperaments.
An LSI (mbti ISTJ) wants to impose their mode of thinking on the external environment. Just as SLEs (ESTPs) want to forcibly alter the environment.
SLI (ISTP) Craftsmen don't want to impose their thinking in the external environment.
They seek to pragmatically (+Te) fix - Se weaknesses in the external physical environment to remain + Si comfortable.

Betas are Romans exclusively. Spartans are an LSI civilization, sure, but that's about it. They were a unambitious city-state which kept to itself and spent most of their years afraid of their own slaves. They could never really expand their borders and showed no tendency towards fighting over either power or ideology. Athens during the age of its Delian League is more Beta than the Spartans.

Consul and dictator were separate offices. Consuls were elected for one year as you said, and each year two were elected. Each consul acted as a check on the ambitions of the other. Dictator was an emergency office. If the senate declared a state of emergency they would grant the title of dictator to a single individual, who had unlimited powers
