This looks relatively better than dragon ball supers freeze frames. For a small group of people to make this show compared to something mainstream like Dragonball with teams of animators, years of animating, and millions it looks pretty good comparatively
Animation motion smear is a time tested method, it is meant to be slightly faster than the human eye so as not to be noticed. My impression is that Medrano &Co probably exaggerate the method to become humorous easter egg's for her devoted fans to discover.

To be fair, this isn't exclusive to this show - it happens with anime all the time - but that doesn't make it any less infuriating.
