I'm pretty sure you can play the game without updating it if you bypass the update or don't have an internet connection. I always thought games that weren't complete on cart were like the many sports games where it requires a download to even play the game because they didn't put the whole game on the cart to save them money.
Our definition of complete on cart is if the cartridge carries all patches and downloads. This has version 1.00 and it downloaded patches to version 2.00. So it’s definitely not complete. What you are referring to is fully playable. It may indeed be fully playable from start to finish
Once you do test since it was the "legendary editon" i wonder if the "sega pass" dlc costumes were on cartridge, I know sega has a bad track record for that *cough* sonic generations x shadow
wish there's another reprint of those games since they have updates and DLCs: infernax, river city girls 2 and double dragon gaiden

I highly doubt it’s there. As I have a code included with the game to download additional stuff.
I’ll have to fully play it to be sure though.
