Yes, the disparity starts with IRB..so called Tier 1 nations get majority of the funding then the rest. An example, When England hosts the flying Fijians at Twickenham, the proceeds are never split half & half. England keeps the major chunk of it. So can these nations develop and keep talent.

I think Koroi's missed penalty kick that caused them the Oceania title must have contributed to his absence at the Olympics.
