Man kenny you are a good mechanic bud, you're the 1st person I've seen figure this out and actually explain whats going on. I hope my ODB2 reader can check that fuel tank pressure like you showed there. I had a P0448 code and I replaced the evap vent that the code was pointing to, but after a reset it came back. I checked to make sure that the new vent is holding and it is, and I checked to make sure my box isn't clogged or broken so that should be fine. I'm guessing the tank sensor as you say is bad, time to dig in and check. Thank you for the good info!

Perfect timing. I have been chasing this P0446 issue for a little while now on a 2010 Chevy HHR. The freeze frame data is showing Excess Vaccum and it's saying -12.9 mm/hg or -7 inches of water.
The tank always seems to be around -12.9mm/Hg and 2.88v tank pressure
The vent solonoid was replaced, charcoal canister is not plugged, all lines are not blocked.
I'd be willing to guess that the tank sensor is skewed. That was my initial thought with this one as I've seen it numerous times.

1.5V is the normal GM FTP sensor voltage at atmospheric pressure. It's a good number to know for most, if not all, GM evap systems.

I have no codes but after I refuel for the first quarter tank of gas have intermittent sputtering idle. Once I get below 3/4 tank smoth running til I fill up again

So, connectors degrade, possibly more often than parts fail.
Cheap un plated connectors as used in car industry...Usually aluminium, they oxidise over time. Plug in and out a few times usually fixes the problem...I didn't know fuel tanks had barometric pressure sensors on them...🤔😳😳...Fuel filler caps with a tiny breather hole in them...lol....what happened to that, and when?....🤔🤔😳😀😏🇬🇧
