In the live action movie, E. Honda was designed to reference a Sumo wrestler named Aki Bono who was Hawaiian and the first non-Japanese to ever be given the rank of Yokozuna, the highest rank possible in Sumo wrestling. In the games though, the character is full Japanese and is ranked Ozeki, which would be the second highest rank.

That said, Honda may have the skill in Sumo but he spends all his time on trying to popularize and spread the sport ending up more as a showman and businessman trying to appeal to other countries rather than embodying Sumo at its roots, going so far in those pursuits as to deliberately abandon/ignore some of the traditions of Sumo in some cases (like with the kabuki makeup) which could potentially be seen as genuinely sacrilegious. Most likely Honda hasn't achieved Yokozuna status because of the amount of "counter culture" tradition-breaking he does disqualifying him from the cultural side of the title rather than his actual strength as a wrestler being found lacking.
As a Honda main. I must offer a slight correction - E. Honda was a playable character on the arcade version of vanilla sf4. He and Dhalsim did not get a theme song until super street fighter 4.
Honda was my best character on the original SFII. I first adopted him because he wasn’t popular at the arcades where I played and I wanted to be different from the legions of Ryu/Ken/Guile players, but he turned out to be a great fit for how I liked to play anyway. Once at an amusement park arcade I won something like ten straight PvP matches as Honda. I don’t remember exactly how many it was, but I know my opponents tried every other playable character against me at least once and I was on long enough to have most of the people in line rooting against me by the time someone finally took me down. Great memories!

It would be awesome if some Street Fighters were added to Crypt of the Necrodancer and especially Muse Dash since that would technically be the first game to have an actual crossover of Touhou (since Reimu was added as a character with some songs including the vocal arrangement of Bad Apple) and Street Fighter that is not MUGEN.
