They otherwise wouldn't be able work, pay taxes, and support their families. The only problem is that they are not considered to be permanent residents until the asylum is granted.

So, whatever you do -- you are guilty according to _some_ law. So, the entire country was by default _guilty_ of something. That (plus rudimentary fabrication) was the basis for the famous quote "show me a man, and I'll show you the crime". As soon as one becomes _inconvenient_ -- lawsuit follows and "justice" is served on a cold platter.

Asylum seekers have work permits, but they do not have green cards. Btw, NASA will not hire asylum seekers either! When I was in college, I had an internship in nasa, they demanded my green card
