Neutral Density Filters allow you to reduce the amount of light entering the camera, enabling you to use longer shutter speed. The longer the shutter speed you use, the more motion is blurred. Common Long Exposure subjects in landscape photography are moving water such as rivers or the ocean as well as moving clouds.
