I understand explicit and staged photos, but what exactly does proactive photos mean to USCIS? Usually the word proactive is a positive word. #LoveIsNotTourism

proactive and stages photos are the are the same thing. But maybe the difference being in staged fotos it’s clearly fake but in proactive photo it looks like you are trying too hard to make it look like you are in love. Like a normal couple would take photos of themselves next to each other maybe the guy putting his arm around his partner... a proactive version of this is in every photo you are submitting you are making out. This is just my understanding of what he is saying.

İt means the photos look staged. Examples: same clothes and haircuts in 50 different locations.
