A completely different tchalla than in his own movie
I'd disagree. In both this and his own movie he was shown to be both ruthless and merciful. He has no issue killing but given the right reason can show mercy. In both movies he also shows cleverness, recognising when he needs to bow to local authorities but still maintaining his status as a leader. The main difference is the timeline, in Civil War its hours and days since the death of his father but in Black Panther he's had time to adjust so we get to see the more friendly side.

He is and he's also saying that he'll go through Steve to do it.
Unfortunately, T'Challa's motives are purely about revenge. Steve actually has the moral high ground in this scene, as much as we can feel for T'Challa's grief.
Later on, we see T'Challa's character growth moment where he realizes that his target of revenge was the wrong man and that with the opportunity to kill the real bad guy (Helmet Zemo), putting away revenge was the right thing to do.
If T'Challa had gone through with his threats in this scene, he would have realized he killed an innocent man in cold blood.
Somehow Steve Rogers always has confrontations in Germany
