He saw the cosmic threats that humanity was woefully unprepared for, and also knew that these powerful people equipped to protect Earth would be most effective together. Thanos would've succeeded in his plan indefinitely if it weren't for the Avengers.
At the same time, like Zemo said a group of terrifyingly powerful people left to their own devices can be just as catastrophic as any outside threat. We can see both sides of the argument, and that's what makes him such a good villain I think.

Revenge often cannot be done without great loss. This could be emotionally, financially, mentally, and all consuming. All of which does not make your life better. It is actually one of the things that makes the movie Batman Begins so good. Bruce could no longer take revenge on the person who killed his parents because someone beat him to it. He needed to learn a whole new way path forward. One that was constructive not destructive. One that actually makes your life better not stagnating and mired in revenge.

My father, still holding my wife, and son in his arms. And the avengers? They went home. I knew I couldn’t kill them. @@thatkidwiththehoodie I think 'dutiful', it fits better with Zemo's manipulative nature. He has no hope of shooting Black Panther. He is, however, hoping to bring an end to the pain that living gives him. Zemo relied on Black Panther's dutiful son nature to avenge his father in order to create conflict. What makes BP a hero is that he comes to see his duty not as vengeance but to the living who aren't done with Zemo. Duty to family is a form of duty to self. BP's duty was to a larger society. Zemo's crime was vengeance for his family at the deliberate pre-meditated cost of everyone else - that's what makes him a villain. He's selfish. Zemo being a sympathetic villain is an interesting thing, it suggests the line between super-villain and super-hero is a lot thinner than might be expected than if we were talking Angels and Demons.
