I think Marvel is actively showing that Bucky holds back because he is afraid of losing control. Because look at the bar fight in TFATWS, it was badass!
In the TV series you can notice that Bucky mostly uses his right arm aggressively and his metal arm defensively. This is because Bucky does not want to kill or gravely injure any of his opponents. Even the bad guys .

Really puts it into perspective how strong Spider-Man is. When everyone was struggling to fight against Becky with his metal arm, Peter caught it effortlessly like a baseball. Didn’t even realize the caliper of a feat he pulled off when he did it too. Just was having fun.
i do think some of his "nerfness" came from his mental state and holding back. if you like how he fights after saves those people, and the dude thanks him for saving them at the end. he then seems to fight a little more intense. hopefully we see some better, more true-to-action fighting from bucky in the future\.

I get it, he is supposed to be holding back or whatever, but that's no excuse to have unimaginative action scenes. They did a really good job showing Falcon's ingenuity and creativity during fights, but were extremely lazy with Bucky having him just delegated to a guy who punches hard.

He’s a super soldier with a vibranium arm and possibly the most experienced fighter alive since he was used by Hydra as an assassin for so many decades. We know he remembers his life (and more importantly his training) as the winter soldier because of the line “I remember all of them” from civil war. He should be able to effortlessly beat them in a fight without hurting them badly, but that would be inconvenient for the story these writers wanted to tell.

Well at the timestamp Steve had a choice. If he was too reliant on the shield, he would've gone to grab it. Instead he got right back up and into the fight without it. Because he is more than just the shield. Felt like that had to be said.

What gets me in those falcon winter solider fight scenes from series is tht winter soldier is a trained assassin nd those enemies only had the super soldier serum. I feel like bucky should have still been able to beat them by himself.
Well they also received training from Sharon Carter. And while that may still not be enough for one Flag Smasher to take down Bucky, it's the added fact that they are also Super Soldiers, and physically match him. And we've seen that Bucky doesn't have the easiest time with Super Soldiers. Steve equalled him, Black Panther was stronger than him, and he even needed Sam to help him double team John Walker. The Flag Smashers always attacked Bucky at the same time. Getting tackled by a group of moderately trained individuals that are just as strong as him will give him trouble.
I've always felt so bad for Bucky, just like Norman Osborn. Neither of them had any control over their actions and they committed such horrific crimes, poor guys honestly

The Highway figh sequence is my all time favourite. Bucky has so many skills. He was underused for the remaining MCU movies. Bucky was nerfed in TFatWS (which was really Sam's show). Yes the super serum the Flag Smashers had was probably better than his (in CATWS we saw a flashback of other Hydra super soldiers with a slightly more advanced serum than his kicking his butt) but he has decades of training and combat experience. Whether or not he's pulling his punches he should be stomping pretty much everyone in hand to hand combat
he went training mode on those other winter soldiers, you can see when the officer says "protetc me" he absolutely demolishes them so yeah hes still better because of his arm

Okay for last goddamn time he WAS NOT WEAK in Falcon and the Winter Soldier he doesn't have to say anything about holding back. And he got knocked only for a couple of seconds because he got hit with electricity and also there is the possibility that John Walker was just a bit stronger than Bucky and for as many times that Bucky took a hit he just as much ass and then some.

Fun fact: Did you know that FATWS had a planned fight scene between Bucky and Batroc? And Bucky actually struggled with Batroc, a regular human. The fight only got scrapped due to COVID meaning the writers legitimately thought Bucky would struggle against a highly trained human, the same human that we saw Steve Rodgers stomp in seconds.
What about Walker would make him stronger than Bucky exactly? The same Walker that got his absolute ass kicked by the Dora Milaje?
The fight didn’t show Walker to be a better fighter than Bucky, they just made Bucky into a dumbass that forgot all his prior fighting experience.
Just compare Bucky in Civil War to Bucky in FATWS and it’s obvious he got nerfed. Civil War Bucky was holding off and stalemating a bloodlusted Black Panther and an enraged iron man.
Yet he can’t deal with Walker and some thugs on some super serum in FATWS?
That’s the definition of weak.
Do you know what would have been a good message? Showing that even after everything Bucky’s been through, despite holding back due to fear of hurting someone, that he’s still a legend for a reason and completely capable of whipping out his fighting skills in a defensive manner when the fight calls for it.
But no, we got Bucky reduced to a nerfed idiot that doesn’t know how to fight, spends the entire show as Sam’s shitty sidekick and would have gotten his ass kicked by Walker of Sam wasn’t there.
Which especially makes Bucky look like an ass considering he spent the entire show trashing Walker yet couldn’t even back up his trash talk when it came to actually fighting Walker. Pathetic.

The “Winter Soldier” may have been a “Villain” at one point, but you can’t deny that these scenes look so badass.
I feel like his fight scenes were very disappointing in Falcon & Winter Soldier compared to Russo flicks. I get it, he is supposed to be holding back or whatever, but that's no excuse to have unimaginative action scenes. They did a really good job showing Falcon's ingenuity and creativity during fights, but were extremely lazy with Bucky having him just delegated to a guy who punches hard.
Maybe u should recheck WS fight in 1st episode. He is man full remorse, what do u expect

To all the people that say Bucky is holding back and that’s why he’s weaker in this show, consider this. He’s a super soldier with a vibranium arm and possibly the most experienced fighter alive since he was used by Hydra as an assassin for so many decades. We know he remembers his life (and more importantly his training) as the winter soldier because of the line “I remember all of them” from civil war. He should be able to effortlessly beat them in a fight without hurting them badly, but that would be inconvenient for the story these writers wanted to tell.

And while that may still not be enough for one Flag Smasher to take down Bucky, it's the added fact that they are also Super Soldiers, and physically match him. And we've seen that Bucky doesn't have the easiest time with Super Soldiers. Steve equalled him, Black Panther was stronger than him, and he even needed Sam to help him double team John Walker. The Flag Smashers always attacked Bucky at the same time. Getting tackled by a group of moderately trained individuals that are just as strong as him will give him trouble.

Bucky was nerfed in TFatWS (which was really Sam's show). Yes the super serum the Flag Smashers had was probably better than his (in CATWS we saw a flashback of other Hydra super soldiers with a slightly more advanced serum than his kicking his butt) but he has decades of training and combat experience. Whether or not he's pulling his punches he should be stomping pretty much everyone in hand to hand combat
he went training mode on those other winter soldiers, you can see when the officer says "protetc me" he absolutely demolishes them so yeah hes still better because of his arm
