Not quite, he's got the cranky part down because he got to see the world progress from the 40's, but didn't get to live in it, just exist in it little bits at a time. He's upset because his chance to grow old with his generation was taken from him and forced to do horrible things. But, he still has that little bit of youth and fun immaturity in him that couldn't be killed off entirely.
I never fully grasped the fact that Bucky is a hundred+ year old man in a middle age body until he said that he read The Hobbit when it first came out.

My theories for why he reacted that way is either because they gave Cap a ridiculously named sidekick and/or battlestar is a reference to the star that was on bucky's original metal arm so they made their own version of Bucky alongside the new Cap. That one is a bit of a stretch though.

Well the museum didn’t have anything about “The Winter Soldier,” just Bucky Barnes, and he wasn’t super significant so a lot of people might have completely forgotten about his exhibit.
He's kind the equivalent to staff who are in the background when the president goes on TV. Most people wouldn't remember them unless they're political junkies. And I bet that in another universe, he's President Steve's anger translator.
So unless you follow WWII history, you wouldn't recognize Bucky. It also helped that he changed his hair. Good for him since he doesn't want to famous.
