Its rarely enforced as it requires a cop to be fired for their behaviors (think about how rare that is). Cops have no liability for citizens, they work for a privately funded industry that our federal government represents.
I would bet on the insurance cost to be equal or greater than what a surgeon would pay for coverage.

This is what I can never understand. I've been told that a cop can't be expected to know each and every law there is in the book.
But a citizen should? Why is that? I mean, knowing the law isn't even in the citizen field of work nine times out of ten. And then when it is apparent that the citizens DOES actually know the law and are 99.9% right, they're told to argue it in court. Not everyone can afford to go to court. It is just a vicious cycle.
