Think how much they get away with even if the video goes viral. Now imagine how much they get away with when they are the only ones with video, and shudder. Call 911 and report an aggressive armed man impersonating an officer who is threatening to forcefully take their vehicle.
If they refuse to identify themselves or contact their supervisor, then they are not police.
If someone operating in an official capacity refuses to identify or allow you to confirm their identity then you are well within your rights to assume they are in fact not who they claim to be.
