As you said you are confused about the neck and armhole difference (I.e. shoulder slop length, I assume) Simply you measure half of the cross back from the fold line. Now mark the width of the nack, as per your requirement. The rest part is shoulder slop length. Always keep in your mind the width cannonnot be more than Or equal to the half of cross back. For Example. If a child has measurement of 10 inch cross back. Mark a point of 5 inch from center fold, from the same point mark the hald width of neckline let say 4 inch (means total width of 8 inch). The rest 1 inch will be the shoulder slop length.
