it's expedition mode. it is an objective-based mode in the base game but is implemented as a mod so you need to toggle it on in the mod menu similarly to how you would do with downpour or remix. expedition mode allows saint to (pitifully) toss spears, probably to make completing kill-related challenges be less of a hassle.

It's probably a mod, the saint in base game can't throw spears
