It's nothing to do with design. The reason is BMW see the US market as their main market. Stupid indicators/flashing brake lights have been a feature of lax safety laws in the US for decades. BMW has decided to save money on production by not producing separate versions for civilised countries and another for the US. They are also saving a bucket on separate brake lights. To hell with everyone else in the World being rear-ended, but as production will move to the US in the next few years, they're looking after their patrons.
I would imagine a lot of what you say is right, I’d also assume the position of the radar for the blind spot mirror is involved too. Whatever the reason…..it’s shite!

Of course it is design - Every part of a bike and car is designed - It is a specific design choice.
"Dropped the ball" - you are too generous : it is a mind blowing bit of bad design.
